Probably among the changes of the future, there
will be none more rapid than systems of Paving.
It should be borne in mind that the great principle
is efficiency, which must first be determined by
Material, and by necessity of cost. Maintenance
will come to the surface, and will be guided by, or
dictated to, by Experience. I trust that these

The Roadways in St. James's Parish are now on
the whole in a fair condition, taking into account
the work that is expected from them. The Works
have been as expeditiously executed as times
and circumstances have allowed; as a fact they
have been carried on by night, as well as day,
so as to render obstructions as brief as possible,
time taking the precedence of all other matters.
The annexed List does not pretend to
enumerate all that has been done, hundreds
of small matters, alterations, roughening kerbs,
making good channels, letting in coal plates.
