" The heath is no longer private property, it has
" been bought by the Metropolis, and belongs to all
" London and as much to St. James's, Westminster,
" as to the parish of Hampstead. Under these
" circumstances I recommend the subject to your
" attention, believing any action that you may take
" would be followed by the rest of the Vestries
" in London, and that in a short time we should
" see the desirable object accomplished."
ADULTERATION OF FOOD.
This year I am able to hand a more full
Report on the subject of Adulteration of Food
than the previous years on account of the larger
powers given to Vestries under the Adulteration of
Food Act, 1872. Having been re-appointed to the
post of Food Analyst, I commenced at the beginning
of this year a more active exercise of the duties
devolved upon me. Although the Adulteration Act
*
does not require the Inspector or Food Analyst
to examine food that has not been sent them for
analysis, I proposed to do what has lately been
done in so many other districts of the Metropolis,
to send the Inspector to purchase various articles
of food, and to analyse them, and leave to you the
discretion of directing prosecutions should any be
deemed necessary. I now submit you two lists, one
consisting of articles which have been sent to be
examined in the year 1873, and which, without
exception, were all found to be free from adulteration;
and second, a list of articles analysed which were
purchased by the Inspector during the same year
