Ignorance the Source of Death and Disease
from Preventible causes,
Whilst it is very evident that much may be
done by removing the more obvious causes of death
and disease among a community, there is one thing
that is always preventing the good that may be
effected, and that is the entire ignorance of the
population of the nature of the laws of life. What
is done for them one day is undone the next
by their want of appreciating the benefits of sanitary
action. In some of the courts and small streets
of this parish, it is not only necessary that nuisances
dangerous to health should be removed, but that
attention should be given by the Sanitary Inspectors
from day to day, to see that sanitary conditions are
kept up. In some of your courts, the decencies of
existence could not be maintained without almost a
daily supervision. The water-closet that is cleaned
and put to rights one day is fouled and out of order
the next. The ventilators that are put up one
week are blocked up the next. The windows that
are made to open to let out foul air and let in fresh.
