"'for the purpose of enforcing obedience ' to the
"Act with regard to vaccination. Whether you
"would choose to act upon this power or not,
"I think that much good might be done by
"making inquiry of the parents of all children
"whether their children have been vaccinated or
"not. This would require some organization;
"such as a Return of all Children born every
"quarter, and a distinct Registry kept of those
"who had been ascertained to have been vaccinated.
"Such an organization would incur considerable
"labour; and it is for you, in conjunction with
"the Board of Guardians, to consider whether
"such a duty might not be successfully performed
"in conjunction with the department of the
"Medical Officer of Health."
This Report having been submitted to the
Sanitary Committee, the following suggestions were
recommended to the Vestry for adoption:—
"First,—That a Vaccination Book be kept
"in which all births in the Parish
"be entered by the Registrars in
"such a manner as to enable the
"Medical Officer of Health to indicate
"when the children have been vacci"
natcd.
"Second,—That the Public Vaccinators be also
"requested to furnish returns of all
"children vaccinated, for registration
