To the Vestry of St. James's, Westminster.

Gentlemen,
In presenting a short Annual Report of
the Works executed in the departments with which
I have the honour to be connected, I begin to find
a difficulty presents itself in the shape of a gradual
diminution of what may be called Special Works,
and a more than corresponding increase of what
may be termed Routine Work; to attempt to report
the latter would be almost absurd, as a moderately
sized volume might be filled without any difficulty.
The short lists that accompany this will shew
that very little has apparently been done with regard
to paving matters, though my fortnightly reports
sometimes give a very long list of repairs and
trenches made good, which in reality constitute the
chief duty of the Vestry with regard to paving
operations as I understand it, being more to maintain
the various carriage and footways than to construct
