Occupation of
Underground
Rooms.
By Section 96 of the Public Health (London) Act, 1891, the
occupation of underground rooms not occupied in conjunction with
any other room or rooms on any other floor of the same
house is forbidden. In the case of underground rooms let
in connection with premises on another floor no such
prohibition exists.
The Committee found that in a considerable number of cases
throughout the parish underground rooms let in connection with
rooms on other floors were occupied for sleeping purposes. They
accordingly directed the Medical Officer of Health to report on the
best means of preventing such underground rooms being used for this
purpose.
The Medical Officer suggested that the desired object might be
obtained by deleting the word "separately" from Sub. Section 1 of
Section 96 of the Public Health (London) Act, 1891. A communication
was accordingly directed to the Local Government Board,
urging that a Clause should be inserted in any Bill promoted for the
amendment of the Public Health (London) Act, 1891, amending
Section 96 accordingly.
Establishment
of Public
Slaughterhouses
and
Abattoirs.
In November, 1899, a proposal came before the London County
Council to abolish private slaughter-houses and establish public
slaughter-houses and abattoirs throughout the Metropolis.
The suggestion was strongly opposed by many Authorities
and the Vestry received communications from the London
Butchers' Trade Society and the London Chamber of
Commerce, urging them to join in the opposition to the scheme.
The matter came before the Vestry on the 29th November, when a
resolution was adopted to the effect, that, in their opinion no adequate
reasons had been adduced for the abolition of private slaughter-houses
for the purpose of establishing the proposed costly and extensive
public abattoirs. The Vestry further declined to support any proposition
for the establishment of public abattoirs.
Flooding of
Basements.
About Christmas, 1898, several heavy rain storms occurred
which caused the flooding of basements in various parts
of the parish, owing to the main sewers of the London
County Council being inadequate to carry off the storm water.
