The state of legislation with regard to Bakehouses having been generally found to be
???y unsatisfactory since their supervision was removed from the local authorities and
???ced under the control of the inspectors, under the Workshops Regulation Act, a short
???1 was passed at the end of last session, restoring the powers of inspection to the Medical
officers of Health I have, therefore, had printed and circulated a notice of the requirements
of the act.
During the year the weather has been ungenial. April and May were cold; the days
are bright, but the nights were cold; thunderstorms occurred in six days. June was
???riable; at the first the month was fine and warm, then cold and unsettled; the mean
temperature was slightly above the average. July was cold and unsettled, with rain
???ove the average. August was cold at the beginning, afterwards warm with a high
???rometer. September was cold at the beginning of the month; rain was above the
???rage. October was again cold at first, with warmer weather later; the fall of rain was
low the average. November was warm; rain fell frequently, and generally of the
???cess of the average. December was variable at first, but unusually mild after, with
in below the average. January was particularly mild, although snow fell in two days
???e mean temperature was 43o9, being 7°4 above the average of the last 113 years,
???bruary was fine and open. March was cold at first, but singularly mild afterwards,
