Public Libraries Acts.
At a Meeting of the Vestry held 21st March, 1893, the Clerk reported that under the Public
Libraries' Act, 1892, which came into operation on the 1st October, 1892, and repealed all
previous Library Acts, it is provided that where those Acts had been adopted for any Library
District, such adoption should be deemed to be an adoption of that Act and such Act should apply
accordingly ; the existing Commissioners were required as soon as conveniently might be after
their appointment to divide themselves by agreement or otherwise into three classes, one-third (or
as nearly as may be one-third) of them being in each class, and that the offices of the first class
shall be vacated at the expiration of one year, the offices of the second class at the expiration of
two years, and the offices of the third class at the expiration of three years from the time of their
appointment, and that the Commissioners for Public Libraries and Museums in this Parish, on
the 14th March, 1893, had divided themselves by agreement as follows:—
1st Class. Offices to be vacated October, 1893.—Mr. John Bulmer, Mr. John Eeeson,
Rev. E. Josselyn Beck.
2nd Class. Offices to be vacated October, 1894.—Mr. E. Rumney Smith, Mr. H. L.
Bartlett, Mr. R. L. Stuart.
3rd. Class. Offices to be vacated October, 1895.—Mr. George Mabbs, Mr. T. W. Clarke,
Mr. S. Brownfield,
and that the Offices to be vacated in October next were to be filled up by an equal number of
new Commissioners by the Vestry from among the voters in the Parish, but a person on ceasing
to be a Commissioner was, unless disqualified, re-eligible.
