REPORT, 1891-92. 47
XXXI. Snow Clearing.
Section 29 of the Public Health Act has made
provision for the cleansing of Footways as well as
Carriageways by the Parochial Authorities. The
impracticability of carrying out this work in the
event of heavy falls of snow was the subject of a
Conference of Delegates from Vestries and District
Boards, such Conference being held at the instigation
of Paddington, when a Resolution was passed
and forwarded to the President of the Local Government
Board. The Resolution and reply are as follow,
viz.:—
Resolution.
"That this conference is of opinion that Section
29 of the Public Health Act, 1891, which directs
the Sanitary Authorities to cleanse the footways,
should be amended so as not to include the removal
of snow, the Conference believing that snow removal
from footways can be more readily, economically,
and efficiently carried out by occupiers than by
Sanitary Authorities, and that, moreover, the removal
of snow should be made compulsory on occupiers
under a recoverable penalty, and in cases of unoccupied
property, tenements, or public buildings,
the same duties and obligations should devolve upon
the owuers thereof."
