aptitude in the investigation of the obscurer causes of
death and in the detection of crime.
It may fairly be assumed that if the Coroner
deputed the Medical Officer of Health to investigate
all uncertified deaths occurring in his district, a fuller
and more reliable enquiry would be instituted, the
necessity of holding some inquests would be avoided,
and greater accuracy of registration would be secured.
As to making Medical Officers of Health, Superintendent-Registrars
of Districts, as vacancies occur, it
is not very evident that any advantage would result,
seeing that Superintendent-Registrars do not themselves
register either certified or uncertified deaths,
but merely supervise and attest the correctness of the
returns of the local registrars.
