conditions of life, but it is to be feared that a large
majority of those pre-disposed will not be in a position
to command all, or any great share of those sanitary
comforts necessary to protect themselves or their offspring
against the development of a tubercular diathesis.
The death-rate of the consumptive class is much
greater in some districts than others. Happily, it
has removable causes, just as have fevers, cholera, and
other zymotics, which science and sanitary regulations
are well able to avert as soon as society desires to
concern itself seriously about such matters.
Mr. Simon's admirable investigations have already
prepared the way. The drying of the soil has led to
a remarkable diminution of phthisis death-rate in
15 towns, varying from 11 to 49 per cent, of its
previous rate.— Privy Council Report, of 1867.
