before houses are tenanted. There are in this Parish
roadways in a dangerous state to health from the
foetid exhalations arising from the " hard core" used
as a foundation, containing a large amount of organic
matter, fish shells and vegetable refuse. This ought
to be covered over at once, and the road finished
before the houses are occupied. Numerous have been
this class of Complaints lately.
Then there are three Bills which propose to attack
the increasing evils of intemperance:—1. The Intoxicating
Liquors (Licensing) Bill. 2. The Permissive
prohibiting Liquor Traffic, to enable the owners and
occupiers of property in certain districts to prevent
the common sale of intoxicating liquor within their
district. 3. Habitual Drunkards—a Bill to amend the
law of lunacy, and to provide for the management of
Habitual Drunkards.
This most useful measure of Dr. Dalrymple, will,
if passed into law, effect immense benefit for the large
class of inebriates, who ought long ago to have been
treated as lunatics.
The Local Government Bill, although exempting
the Metropolis from its sphere of action, embodies the
recommendations of the Report of the Royal Sanitary
Commission, will be a codification of nearly all the
Sanitary Acts, and is intended to have very great
influence upon Sanitary Authorities throughout the
whole country. It promises to be the great work of
legislation for next Session of Parliament.
