go, I may quote the authority of Sir W. Jenner in
saying they have been useless; and there is nothing to
hope for in that direction.
Is it not therefore to preventive, or sanitary
medicine, that we ought to turn our attention and
seek for better success in checking, preventing and
stamping out epidemic maladies? The main sphere of
action now depends upon those who are entrusted
with the administration of Sanitary Laws and the
excellent provisions therein embodied. These laws are
unfortunately only permissive and not compulsory in
their action, and thus permission generally is interpreted
as a permission not to enforce them.
