The Mortality of young children is a delicate
test of the Sanitary state of any community. The
healthiest districts of England show a Mortality of
33 per 1000, or less than 3½ per cent. of the
population living under 5 years of age—whilst
others, including the most unhealthy, give a
Mortality of 100 to 130 per 1000 deaths of children
under 5 years of age, or 10 to 13 per cent.
It will be seen that diseases of the lungs and brain,
including scrofula, tabes, hydrocephalus, phthisis
and other tubercular forms of disease in young
children, contribute much to the mortality of the
Parish of Paddington.
