"and more important than the local traffic, to be Main
"Roads, under the Local Government (England and
"Wales) Act, 1888, and this Conference is further of
"opinion that the County Council should make such
"orders accordingly.
"That in the opinion of this Conference it is expedient
"that the District Boards and Vestries represented,
"should claim to retain the powers and duties of
"maintaining and repairing the Main Roads within their
"respective districts, and that the London County
"Council should contribute towards the cost of the
"maintenance and repair, and reasonable improvement
"connected with the maintenance and repair of such
"roads."

That your Surveyor reported as follows:
"In accordance with your directions I attended the
"Conference of the East End delegates at the Limehouse
"Board of Works. We held two meetings. I en"deavoured
but without success to induce the Conference
"to believe that the proper course would be to send to
"the County Council a representation stating that in the
"opinion of the Conference only such roads should be
"declared to be Main Roads as were declared to be such
"within the meaning of the 'Highways and Locomotives
"Act, 1878,' but the Conference was of opinion that the
"parishes in the West End were preparing this Schedule,
"and would get such places as the Strand, Oxford Street,
"Regent Street, Piccadilly, Shaftesbury Avenue, St.
"Martin's Lane, and all omnibus roads declared to be
"such Main Roads, and the only course of the East End
"parishes was to follow in the like wake.
"The motion carried appears upon the minutes of the
"proceedings.
"Under these circumstances I presume you will adopt
"no other course, but send in a list to the County
"Council of streets which you consider to be Main
"Roads and I would suggest the following :
"Commercial Road is declared to be a Main Road
"under the Act.
"We should then ask to be added:
"Mile End Road,
"Burdett Road,
"Grove Road,
"Globe Road,
"Devonshire Street,
"Stepney Green,
"White Horse Lane,
"Jubilee Street,
