(4) That your Committee considered the reference of your
Board " as to the auditing of the Vestry's Accounts.
That your Clerk submitted a letter with reference to the
subject, expressing the views of the Officers of the Vestry, to
which your Committee beg to refer your Board.
That having considered the matter, your Committee is of
opinion that it would be advantageous if the Accounts of the
Vestry were periodically supervised in detail by a firm of
chartered accountants, who shall otherwise be in every
respect absolutely disinterested in the affairs of the Vestry,
and your Committee beg to recommend—That an accountant
or firm of accountants be appointed to act in conjunction with
the Finance Committee of the Vestry, in supervising and
examining the Account Books of the Vestry and its Officers,
and in preparing and submitting the Annual Accounts of the
Vestry for Audit.
That it be referred back to this Committee to communicate
with several of the well known accountants, to ascertain the
terms upon which they would be prepared to undertake the
proposed duties, and to submit to the Vestry at its next
meeting the terms upon which the Committee recommend the
appointment should be made, and submitting the names of
three firms of accountants from among whom the Vestry shall
select one.
(5) That your Committee considered a letter of the 31st ult.
from the School Board for London, on the subject of the short
notice given by them for payment of the precepts by the time
stated, and suggesting in order to meet the difficulty, that
they should issue two precepts: the first, as soon after every
January as is possible, to meet the estimated expenditure for
the six months commencing at Lady Day; and the second, at
some time between Lady Day and Midsummer, to meet the
difference between the total estimated expenditure, and the
amount already levied by the first precept; the payments to
be made as heretofore on the usual quarter days: and asking
for the opinion of your Board thereon.
That your Committee resolved to recommend—That your
Board do approve of such proposition.
(6) That your Committee also considered a letter of the 3rd
inst. from the St. Marylebone Vestry, as to the charges of
Returning Officers for the preparation of Registers of Voters,
and forwarding a copy resolution passed by that Board, as
follows:
"That the Returning Officer's expenses for the prepara"tion
of the Parliamentary and County Council Registers,
"amounting to £268 6s. 4d. be paid, but that the Vestry
"do forward the following expression of opinion to the
"Court of Quarter Sessions, viz:—That with regard to
