ought to be executed, and the Vestry do accordingly so order,
and further, that the Surveyor do if necessary prepare plans
and specification of such works and an estimate thereof, and
That in the event of the owner not commencing such works
within the next fortnight, and proceeding therewith to the
satisfaction of the Medical Officer of Health, the Medical

The Vestry proceeded to consider the Reports of the
Medical Officer of Health and Surveyor, on the subject of the
house No. 141, Oxford Street, under the Artizans and
Labourers' Dwellings' Acts, 1868.
Mr. Thomas Downton, the owner, was in attendance, and
stated his objections to the Reports as follows :
(1) That he had received notice from the Vestry to lay on
water to W.C., to provide three new closet pans, and
other work some three months ago, all of which works were
done, and that therefore the present works ordered were not
necessary.
(2) That the house was not and had not for the last three
years been used as a dwelling house, and no one had slept
there.
(3) That there was plenty of ventilation through the windows
and doors.
(4) That the lease had only six years to run.
After a lengthy discussion it was—
Moved by Mr. Kerwin seconded by Mr. J. Brown and
resolved—That the matter be referred to the No. 3 Committee
for consideration and report.
