[Report of the Medical Officer of Health for Hamlet of Mile End Old Town]

Moved by Mr. Cushen and seconded by Mr. Coker—That
inasmuch as Mr. Richardson has made charges and statements
against an officer of the Vestry but refuses to put them into
writing such refusal be noted on the Minutes and that this
Vestry expresses its disapprobation at the action he has taken
in this matter this evening.
After considerable discussion the motion and amendments
then before the Board were by consent withdrawn.
And it was moved by Mr. Cushen and seconded by
Mr. Bandey—That the matter stand over until next meeting,
and that Mr. Richardson be requested to then bring his
written statement.
The Chairman submitted the motion to a show of hands
and declared it carried.
Moved by Mr. R. Kemp seconded by Mr. Lacey and resolved
—That the cheques for the several accounts mentioned in the
report, and not already ordered to be drawn and paid, be
drawn and paid.
(3) re messenger and housekeeper.
Moved by Mr. Lacey seconded by Mr. R. Kemp and resolved
—That that part of the report be adopted.
VI. Resolved—That the No. 1 Committee do report to the
next meeting of the Vestry, the arrangements made as to the
printing of the Vestry's Minutes.
VII. Moved by Mr. Furness seconded by Mr. Lacey and
resolved—That the Vestry at its rising do adjourn until this
day fortnight at seven p.m.
VIII. The Report of Committee No. 2 was brought up as
follows:
To the Vestry of the Hamlet of Mile End Old Town.
Report of Committee No. 2.
For Highways, Paving, Lighting and Watering.
Wednesday, 23rd October, 1889.
Your Committee beg to report that they met on Thursday,
the 17th day of October instant, there being present
Messrs. Calton, Mardorf, J. Druitt, Loftus, Hirst, Ludbrook,
Schweitzer, W. A. Kemp, and Ockelford.
That your Surveyor brought up and read a Report for
which your Committee beg to refer your Board to his Report
Book.
That your Committee find that notwithstanding the notices
served by your Clerk, upon persons obstructing the footways
in the Mile End Road and Commercial Road, pursuant to the
resolution of your Board, that a number of such obstructions
still exist, and your Committee having made an inspection
thereof, resolved to recommend—That proceedings be taken
against the following persons who have failed to comply with
the notices served upon them, to abate the nuisance to the
footways and roadways, by placing goods and exposing notice
boards, &c. thereon, viz,:

(2) That your Clerk submitted the following Accounts duly certified and approved, which your Committee recommend for payment, viz:
