[Report of the Medical Officer of Health for Hamlet of Mile End Old Town]

7 AUGUST, 1889.
Livermore, Horn, Dinn, Lloyd, Druitt, Burge, Birks, and
E. Kemp.
That your Surveyor brought up and read a Report for
which your Committee beg to refer your Board to his Report
Book.
That your Surveyor reported that he had received notices
from the following persons, of their intention to drain the following
houses and premises into the sewers, viz.:—
Lusk, G. Stables in rear of 340, Mile End Road.
Walker, J. Rear of 383, Commercial Road.
Chidgey, T. M. 27 & 29, Turner Street.
and that on behalf of your Board he had given such directions
with respect to the same, as appear by his books and the
plans submitted.
Your Committee approved of his proceedings, and submit
same for confirmation by your Board.
That your Medical Officer of Health brought up and read a
Report for which your Committee beg to refer your Board to
his Report Book.
That your Medical Officer reported as follows:—
"During the two weeks ending July 20th, the number
"of Births was 156. The number of Deaths from all
"causes was 100; 50 males and 50 females, giving a
"death-rate of 22.4 per 1,000 per annum: that of the
"Metropolis being 19.0 for the same period."
That your Clerk at the previous meeting submitted from the
District Surveyor a list of rooms or cellars occupied separately
as dwellings, and your Committee referred such Return to the
Sanitary Officers.
That Mr. Cox your Sanitary Inspector now reported thereon
and your Medical Officer reported as follows :
"At your last meeting the District Surveyor's Report
"was referred to me, in respect of which I have examined
"all the houses, and find that all the underground rooms
"are at the present time occupied as sleeping apartments
" contrary to the Act.
"I would recommend such legal steps as may be advi"sable
be taken in respect of the following houses, all of
"which have had several notices served on them from
"time to time, which does not seem to have any deterrent
"effect."
"Nos. 14, 87, 88, & 89, Greenfield Street,
" „ 22, 25, 29, 41, & 47, Plumber's Row.
That your Committee resolved to recommend—That proceedings
be taken by your Medical Officer of Health, on behalf
of your Board, against the owner or owners and occupiers
