31 JULY, 1889.
After discussion the Chairman submitted the motion to a
show of hands and declared it carried unanimously, and it
was resolved accordingly.
Moved by Mr. Cuslien seconded by Mr. Furness and resolved
—That the subject of the amount of deposit to be required
from persons tendering, be referred to No. 1 Committee for
consideration and to report thereon at the next meeting of
the Vestry.
III. On Mr. Richardson proceeding with the next motion in his
name standing on the Agenda, the Chairman directed the
Clerk to read the Minutes of the Vestry of the 22nd May
last, with reference to the matter.
The Chairman then ruled that the present motion was out
of order, as it would amount to rescinding the previous
resolution of the Vestry, of which notice must be given.
IV. Moved by Mr. Cushen seconded by Mr. J. Brown and
resolved—That in future the recommendations contained in
the Report of every Committee, before presentation to the
Vestry, be printed, and a copy of such recommendations be
delivered to each member of the Vestry, at least three clear
days before the meeting of the Vestry, to which the several
Reports will be or are proposed to be presented.
V. Moved by Mr. Cushen seconded by Mr. W. A. Kemp and
resolved—That in future the Vestry's Minutes be printed, and
a copy sent to each member of the Vestry, at least three
clear days before the adjourned meeting of the Vestry.
VI. Moved by Mr. John Brown and it was seconded by Mr. Booth
—That this Vestry is of opinion that the present rating qualification
of £25 for Vestrymen, is unnecessary, and operates
most injuriously against the interests of the Ratepayers, by
greatly limiting the number of men who are eligible for
election. That this Vestry resolves to petition Parliament,
to bring in a bill to enact that all Ratepayers shall be eligible
for election as Vestrymen, and further, that Mr. Spencer
Charrington, M.P., and Mr. Isaacson, M.P., be asked to do
all in their power to get this measure speedily passed into law.
Moved by Mr. McEwen and seconded by Mr. Padfield as
an amendment That this Vestry is of opinion that the
present Rating qualification of £25 for Vestrymen, is unnecessary,
and therefore resolves to petition the Government
to consider in any measure relating to Metropolitan District
Councils, the advisability of admitting all duly enrolled
electors as eligible for election.
