The motion was therefore declared carried, and on the same
date the Vestry adopted a Supplemental Report from the Sanitary
Committee, recommending that Inspector Croucher should be
censured by the Chairman of the Sanitary Committee, and also
submitting the Vestry's observations on the letter from the Local
Government Board, re 21, Tournay Road.
Resignation of. on the 15th February, 1893, the Clerk read the following
letter from Dr. J. Edwin Cooney, resigning his position as
Medical Officer of Health for Fulham :—
Town Hall, Walham Green, S.W.
February 10th, 1893.
Sir,
As you are aware, the Sanitary Authority of Fulham having
made certain allegations against me, and without waiting to hear
the result of their representations to the Local Government
Board, suspended me on the 18th January, 1893, on a frivolous
charge, which even the Magistrate, by his action, shewed arose
through no fault of mine, and which charge the Local Government
Board have apparently considered so unimportant and
unnecessary, that I have not even been troubled for my
observations on or reply to such.
After this unjustifiable action on the part of the Vestry, and
after having waited for four weeks without having heard from
the Local Government Board, before whom I have so completely
defended myself against the previous allegations, there is no
course open to me but to place this, my resignation, in the
hands of the Vestry, as it would be impossible for me—who
have been denied the barest justice by such body—to continue
to serve as the Medical Officer of Health of Fulham in the
interests of the public.
I am, Sir, yours faithfully,
(Signed) J. EDWIN COONEY,
To the Clerk to the Medical Officer of Health of Fulham.
Vestry of Fulham.
It was Resolved by 28 votes to 2:—
That Dr. J. Edwin Cooney's resignation be accepted by the
Vestry, in accordance with the resolution passed by the Vestry
on the 23rd day of November, 1892, with charges already
formulated and sent to the Local Government Board, but the
Vestry entirely disclaim the reasons set forth in the letter of
resignation dated 10th February, 1893, and that a copy of such
letter be forwarded to the Local Government Board for any
observations they may wish to make thereon.
