This information was deemed to be insufficient, and I was further
instructed to bring up a detailed report to the Finance and Cartage
Committees. The report is as follows:

To the Chairman and Members of the Finance and Cartage Committees.
Gentlemen,
In accordance with instructions I have taken out the real cost
during 1889-90 and 1890-91, of keeping of horses, and also the average
number of horses kept during that period. You will perceive that the
relative cost of keep per horse, viz., £71 19s. 6d. is somewhat greater
than that of £63 12s. 9d. mentioned in my previous report, but this is
to be accounted by the fact that only the exact number of horses are
included, as against room for 44, which formed the basis of my last
calculation.
