portions of same, there can be no doubt that this section was almost
useless, owing to the liability of such paving being cast upon the occupiers,
which in most cases would operate with great hardship, especially upon a
yearly tenant and the poorer class of people, and it may be owing to this
fact that the section is seldom used.
The above section has now been repealed and amended, so that the
liability for the flagging is cast upon the owner, instead of the occupier.
