are at present. We realise that substantial improvement can only be effected by
carrying out of what are, in most cases, expensive works, and in some cases works
of almost prohibitive cost, but we also consider that much can be done by paying
close regard to minor details, and we hope that our activities in this direction will
have the desired result.
Our consideration of the problem of street accidents leads us to believe that the
principal means for reducing their number lies in the direction of educating the
public, that is drivers as well as pedestrians. The Press certainly, especially
whenever fresh statistics are published, draw attention to the perils of the streets, b ut
that this is not enough is evidenced by the fact that reckless or selfish drivers and
thoughtless pedestrians imperilling not only their own lives, but others as well, are
commonplace and daily sights. What is wanted, in our opinion, is extensive and
sustained propaganda work such as is done for political purposes or the sale of
commodities, and funds should be provided to enable an intensive campaign, which
the gravity of the present position calls for, to be conducted for the education and
warning of all classes of road users by means of lectures, which should be broadcast,
films, leaflets, etc.
Heme Hill. Traffic Improvement.
In conjunction with the Lambeth Borough Council, the
Council have carried out certain improvements at Heme
Hill, involving a removal of the old refuge at this spot and
the erection of a new one in Half Moon Lane together with
the erection of "Please Cross Here" notices on the footways.
A letter was in due course received from the Ministry of
Transport conveying an expression of the Minister's appreciation
of the assistance rendered by the Council in connection
with this matter.
Proposed Improvement of Street Lighting in the Borough.
At the close of the period under report, the Council
authorised the South Metropolitan Gas Company to experiment
with the installation of clockwork controllers and the
general improvement of the street lighting in the Borough
so far as the area covered by their undertaking is concerned.
The experiment is to continue.
London Gardens Guild Exhibition. Council's Exhibit.
The London Gardens Guild held their annual exhibition
of London grown flowers in the New Hall of the Royal Horticultural
Society on August 30th and 31st, 1929, and in accordance
with a previous instruction of the Council, an
exhibit was accordingly submitted.
The Council's exhibit of flowers and plants grown in the
parks and open spaces of the Borough secured the First Prize
(gold medal) in its class.
