may continue after written notice of such offence from the Metropolitan Borough

Lamps, Signs, etc., overhanging the Public Way. Dispensation from
By-Laws.
In June, 1929, the Council received a letter from the London
County Council stating that they had received an enquiry as to
the standard adopted by them in dealing with applications for dispensation
from the By-Laws made under Section 164 of the London
Building Act, 1894, for the regulation of lamps, signs or other
structures overhanging the public way, and had decided to make
a communication on the subject to all Metropolitan Borough
Councils.
The County Council were of opinion that, generally, the By-laws
should be strictly complied with, but it was, however, the practice of
the County Council to accede, in the absence of special circumstances
and after consultation with the Council of the Metropolitan Borough
Council concerned, to applications for dispensation in respect of
signs, etc., not exceeding the dimensions specified in any of the
under-mentioned categories :—
(i) Cinemas. Vertical signs not exceeding 18 ft. in height, 2 ft. in projection,
and 2 ft. in width.
(ii) Oarages. Vertical signs not exceeding 8 ft. in height, 2 ft. in projection,
and 2 ft. in width.
(iii) Public Houses. Artistic signs not exceeding 3 ft. 6 in. in height, 4 ft.
in projection, and 2 ft. in width.
(iv) Name and Facia Signs. When relating to the name of the premises
or the nature of the business carried on, horizontal signs not exceeding 50 ft. in
length, 2 ft. 6 in. in height, and 2 ft. in projection.
(v) Clocks. Not exceeding 5 ft. in height and 5 ft. in projection.
(i) to (v). Minimum height above pavement, 8 ft.
(vi) Signs in streets with no pavements or narrow pavements. Not exceeding
(a) 6 ft. in length, 2 ft. 6 in. in height, and 2 ft. in projection; or (b) 4 ft. in projection,
2 ft. 6 in. in height, and 2 ft. in width.
Minimum height above pavement or road, 16 ft.
This statement of the practice of the Council with regard to
cases in certain categories was not to be regarded as in any way fettering
the full discretion of the County Council in the exercise of their
power to dispense with observance of the By-laws either in particular
cases or in case of any category.
Street Accidents in Greater London.
The question of the serious increase in the number of street
accidents in the Metropolis was one which continued to give rise to
grave concern and the following is a summary of the recommendations
