Vestry of St. Giles, Camberwell.
RE FLOODS, July 17th, 1890.
The Report which I made to your Committee on the
above subject, was referred back by the Vestry on the 13th
August last, for further consideration, &c.
I beg to say that I have carefully reconsidered the
same, and, for reasons below, am not enabled to make any
further suggestions thereon at present.
When the Report was before the Vestry it was
presumed that in some points there was a conflict of opinion
between myself and the London County Council and their
Officers, this is not the case. I have had opportunity of
discussing the essential matters referred to in such report,
with the Engineer of the London County Council, and I am
justified in saying that no difference of opinion exists as to
facts. I now therefore, beg to recapitulate the salient
points of my former Report, viz.:
That on the Low Levels of this and similarly placed
districts south of the Thames it is my opinion that it will
be necessary for the London County Council to adopt means
whereby the storm waters may be prevented from flooding
such districts on the occasion of heavy Rainfall, either by
the construction of enlarged or additional sewers, providing
extra pumping power, or other appliances to effect this
object.
