missioners, local Board, and rural sanitary authority shall cease to
exist, and the District Council shall be deemed to be in law the
successors of such Improvement Commissioners, local Board, and
rural sanitary authority. This is subject to any powers that are
transferred to the County Council.
It is also provided that there shall be transferred to the
District Council, all the powers, duties, and liabilities of a highway
Board, and of the inhabitants in Vestry assembled of any
Parish, and of a Surveyor of Highways for such Parish. Every
Highway Board, Surveyor of Highways, or District Surveyor shall
cease to hold office or be elected, and all the property of any such
Board, inhabitants Surveyor, or District Surveyor held for the
purposes of the highways shall pass to the District Council.
To the District Council there will be powers and duties in
regard to Acts regulating lighting and watching, baths and washhouses.
labouring classes' lodging houses,public libraries, burial,and
the public improvement Act, 1860, save where the County Council
has jurisdiction.
The following will be transferred to District Council: licensing
of gang masters and dealers in game, certificates for pawnbrokers,
hawkers, passage brokers and emigrant runners, police appeals re
pedlars certificates, abolition of fairs, the administration of Acts
concerning petroleum, infant life protection, and dogs.
1 he Vestry of the 28th March last referred the Bill to the Law
and Parliamentary Committee, together with the Chairman of each
of the remainingStanding Committees for consideration and report.
