It "pointed out that the population of Camberwell has increased from 39,867 in 1841 to 186,555 in 1881, and since then to upwards of 200,000; that at the time of the Memorial, the number of rated houses, and their rateable value in the six Wards of the Parish, were as follows:—

With reference to the then constitution of the Board oj Guardians, it was set forth that eighteen were annually elected to represent the whole of the Parish, and that five Members were Ex-officio; and this number, according to residence, represented a Ward and population as shown below.
