GENERAL OBSERVATIONS.
Beyond the various points to which I have
alluded in the foregoing report, it will be
necessary for the Metropolitan Board of Works,
or the Vestry, to impose General Clauses and
conditions—required for the protection of the
Public rights, and I would again refer especially,
