even that may be reduced to 10 per cent. if we take
into consideration that the Butter contains 4½ per
cent less water than it might legally contain.
Breads, 14 in number, have been analyzed.

Michaelmas, 1878.
The Report which I have to present to you
for Michaelmas, does not offer much attraction. I
am sorry to say that Milk has been adulterated to a
greater extent than has been for some time the case.
No fewer than eight out of twenty-one, or some
38½ per cent. were found to be admixed more or less
with water. And even these cases for which I have
given certificates do not represent the whole of the
mischief. Water has certainly been added in four
other cases, but I could not recommend prosecutions,
as the quantity was too small, considered according
to our standards.
