Among the reasons which forbid me to
accept the above estimates of population, and the
resulting birth-rates and death-rates as accurate, are
the following :—(a)—Although the plan of assuming
the annual rate of progress that prevailed in the 10
years between the last two census-takings may hold
good in reference to large populations like that of the
whole metropolis, or even of its groups of districts,
where the accidental conditions which disturb the
progress of growth balance one another, it does not
and cannot hold good of small populations like those
of parochial sub-districts. (b)—There are points
connected with the birth-rates as given in the above
Table which make it almost certain that the growth
