abomination of civilized communities, and that chiefest source
of danger to the health of large towns. I beg also to thank you
sincerely for the kindness and consideration with which you
have uniformly treated me during the whole period of my tenure
of that important and anxious post, the duties of which for the
past year I consummate in the reading of this report.
