PUBLIC HEALTH (LONDON) ACT, 1891.
The Act came into operation on the 1st January, 1892. The
Local Government Board issued suggestions in the form of Model
Bye-Laws, and the Vestry referred the revision of such as related
to Sanitary measures to the Sanitary Committee, and all others to
the Works Committee.
The Local Government Board issued a memorandum as to the
provisions and effect of the Act, and by order of the Vestry a copy
of the memorandum was supplied to each member of the Vestry.
On the 7th January, 1892, the Vestry formally re-appointed
the Sanitary Committee, in order that the Committee might carry
out the powers of a Sanitary Committee under the Act which
consolidates and amends the law relating to Sanitary matters
and repeals former enactments.
HOUSING OF THE WORKING CLASSES ACT.
It is a standing order of the Vestry that all reports by the
Medical Officer of Health under this Act as to premises being
unfit for human habitation stand referred to the Sanitary
Committee, who are to visit and report what, if any, further proceedings
should be taken, and also that when the reports of the
Medical Officer come up for consideration, particulars should be
given with the notice convening the Vestry of what houses the
repoits relate to.
Since the Act came into operation, the Medical Officer has
certified many houses as unfit for human habitation, and
magistrates' orders to close have been made in respect of nearly
all of them. Particulars as to the houses so certified and the
proceedings taken in regard to them will be found in the Report
by the Medical Officer of Health.
The London Boundary Street Improvement Scheme mentioned
in the last Report has been confirmed and established as required
by the Act, and is being carried into effect by the London County
