A notice was served upon every house owner and occupier in
the area.
The Home Secretary was petitioned to make an order to confirm
the Scheme, and by his direction a local enquiry was held at the
Vestry Hall, Church Row, in May, 1890, by Mr Cubitt Nichols.
Evidence in favour of and against the scheme was heard, Mr. Nichols
himself examined the an a and subsequently made his report, the
Home Secretary made a provisional order declaring the limits of
the area, which was afterwards confirmed by Act of Parliament.
In the early part of the year 1890,I visited and examined every
house in the represented area, in company with my colleague
Mr. Barratt, the Surveyor. We found that only about nine
per cent, of the houses were in a really sound structural condition;
45 per cent, were so badly situated, so damp, or in such a
condition of decay and dilapidation, as to be utterly incapable of
conversion into healthy dwellings, while the remaining 46 per
