The Medical officer for Bethnal Green reports that "a low condition
of health prevails in the area, and that this is due to the bad condition
of the houses, and bad arrangement of the streets and courts. He
further says that" the lighting and ventilation of many of the houses
are defective, and that a number of them are insufficiently provided
with proper sanitary conveniences, inasmuch as the only access to the
closet in the yard is through a dark, badly-ventilated cellar.
The opinion which has been formed by your Committee as to the
condition of this area is fully borne out by the statistical evidence
which has boon adduced concerning it.
