Housing of Working Classes Act, 1890.
Part I.
Early in the year I made a careful house-to-house examination
of the Friars Mount district, and after much consideration and
the preparation of a full statistical report, I made an official
representation to the London County Council with reference to an
unhealthy ant in this district. The repeal of Cross's Act followed
shortly afterwards, and in September I made another representation
under the now Housing of the Working Classes Act with reference
to the same area, modified so as to include same additional houses,
and Dr. Sutton made a similar representation with reference to a
small contiguous area in Shoroditch.
My statistical Report and the two representations were referred
to the Housing of the Working Classes Committee of the London
County Council, and the following report was drawn up and laid
before the Couucil.

On the 19th of July last the Medical Officer of Health for Bethnal
Green made an official representation to the Council under the Artizans'
and Labourors Dwellings Improvement Act, 1875 (better known as
Gros's Act, relating an unhealthy area in in that district, and on the
18th of September, the Medical Officer for Shoreditch represented a
email area in that parish immediately adjoining the Bethnal Green
area. Since the representation relative to Bethnal Green was made,
Cross's Act has been repealed, and your Committee have obtained a
fresh representation under part I. of the Housing of the Working
Art, 1890, which is practically identical with Gross's Act,
except that some of the compensation clauses are a little improved.
The representations were referred to the Medical Officer of the
Council for report, and his report substantiates the statements as to
the condition of the area contained in them. The representations from
