OFFICERS.
Mr. Batchelar, late Collector of Rates for the North Division of the West
Ward, was dismissed from his office on the 11th July, in consequence of his having
misappropriated moneys collected by him. The total amount of his defalcations
in respect of Poor, General, Sewer, Metropolis Main Drainage, and Composition
Rates, was £227 14s. 5d. This amount was on the 28th day of January paid by
the Albert Insurance Office, which had become security for Mr. Batchelar. In
consequence of Mr. Batchelar's dismissal, the Compensation Annuity of £30,
granted to him as one of the Collectors of the late Paving Commission, again
became payable, and is now paid to the Albert Insurance Company, to whom it
has been assigned by Mr. Batchelar.
On Mr. Batchelar's dismissal, the Rate Books for the North Division of the
West Ward were placed in the hands of Mr. Eagles, who, for the quarter ending
Michaelmas, acted as Collector for the entire West Ward.
On the 2nd October, Mr. Henry Liebrecht, of 123, Bethnal-grccn-road, was
elected as Mr. Batchelar's successor.
On the 18th November, Mr. Thomas II. Bainbridge, who sincc the formation
of the present Vestry had filled the office of Surveyor-in-Chief and had for many
years previous been Surveyor to the late Paving Commission, died.
At a Meeting of Vestry, held on the 21st November, the following Resolution
was passed
Resolved—
"That it be recorded in the Minutes of this Meeting that the death of
Mr. Bainbridge, after upwards of 20 years' energetic services as
Surveyor of this parish, is deeply regretted."
The Vestry deeming it advisable that no part of the Surveyor's remuneration
should be derived from fees, provided, before proceeding to supply the vacancy
caused by Mr. Bainbridge's death, that for the future all fees payable for licenses
for Hoardings, &c., and for making communications with Sewers, should be collected
by the Surveyor but be paid by him to the credit of the Vestry Treasurers.
It was also provided, that the salary of the new Surveyor should be £160 per annum,
with the official residence free of rates and taxes, and with coals and gas.
Mr. George Bainbridge, the present Surveyor-in-Chief, was elected to that
office at a Meeting of Vestry, held on the 2nd January.
Mr. Joshua Lafworth, of No. 60, Church-street, was, on 6th March, elected
Clerk to the Surveyor-in-Chief.
NUISANCES.
519 Complaints have been made during the year, but it became necessary to take
proceedings before a Magistrate in 17 cases only.
