SECTION 86. THE AUTHORISED OFFICERS (MEAT INSPECTION) REGULATIONS, 1961,
made jointly by the Minister of Agriculture, Fisheries and Food and the Minister
of Health, which came into operation on 10th March, 1961, revoke and re-enact,
with amendments, those made in 1960 under a similar title. The effect of the
amendments is to add to the Royal Society of Health Certificate in Meat
Inspection, two further qualifications, the holders of which become eligible
for appointment by local authorities as authorised officers with full powers in
relation to the examination and seizure of meat. The qualifications are the
Certificate in Meat Inspection issued by the Royal Sanitary Association of
Scotland and the Certificate for Meat Detention Officers in Northern Ireland
issued by the Royal College of Veterinary Surgeons.
SECTION 91 (Powers of sampling) and SECTION 92 (Right to have samples analysed).
An authorised officer of a Council is empowered to procure samples for analysis
or for bacteriological or other examination; if he considers such samples
should be analysed, he shall submit them for analysis by the Public Analyst for
the area in which the samples are procured.
Of the 643 samples taken, 364 formal and 279 informal, the Public Analyst
reported as follows:-
