(b) Food Hygiene Codes of Practice. The Minister of Health acting jointly
with the Minister of Agriculture, Fisheries and Food, issued a Code of Practice
relating to Poultry Dressing and Packing. Ministry of Health Circular 22/61
which accompanied the Code of Practice reads as follows -
1. I am directed by the Minister of Health to enclose for the information
of the Council copies of the above code of practice which he has
issued jointly with the Minister of Agriculture, Fisheries and Food
under Section 13(8) of the Fbod and Drugs Act, 1955.
2. It will be observed that the code of practice contains a number of
references to the inspection and disposal of suspect birds, carcases
and viscera. The number of table poultry now being produced makes
it impracticable for local authority inspectors to examine every bird
or carcase, but as an alternative to this it is intended to encourage
a system of scrutiny by the industry itself under the general oversight
of the local authority. If all personnel at packing premises
are sufficiently aware of the suspect conditions in birds and carcases,
they will be able to ensure that birds, carcases and viscera showing
signs of such conditions are put on one side to await examination by
a qualified inspector or a trained member of the staff of the
premises. The appended table giving details of suspect conditions
has been designed for this purpose and it is hoped that it will be of
assistance both to the poultry industry and to the public health
inspectors.
SECTION 16 (Registration of premises - manufacture and sale of ice cream and of
sausages etc.) This section provides that no premises shall be used for the
sale, or the manufacture for the purpose of sale, of ice-cream, or the storage
of ice-cream intended for sale, or the preparation or manufacture of sausages
or potted, pressed, pickled or preserved food intended for sale unless they are
registered under this section for that purpose by the local authority. Legal
proceedings were taken in one case for selling ice cream from unregistered
premises. The Magistrate imposed a fine of £5 and £2 costs.
(a) ICE CREAM. New applications to the number of fifteen for the sale of
ice-cream were approved two applications were refused, following the Council's
practice not to register for this purpose premises in which greengrocery is
sold. At the end of the year the premises of 434 retailers and eleven manufacturers
were registered, The 78 samples of ice-cream submitted to the Public
Health Laboratory Service for Me thy lene Blue Test, were reported on as
follows:-
