Care of Illegitimate Children.—Consideration was given to
Ministry of Health Circular No. 2866, and a scheme was approved
under which the following arrangements have been made:—
1. The Council's Child Protection Visitor to undertake
the special duties with regard to illegitimate children outlined
in the Circular.
2. A system of guaranteed payments to foster-mothers.
3. A system of guaranteed payments to daily guardians.
4. The making of an annual contribution to enable
voluntary organisations concerned with moral welfare work to
increase the number of social workers employed.
Care of Premature Children.—Attention was given during the
year to the recommendations set out in Ministry of Health Circular
No. 20/44 with regard to the care of premature infants. Provision
has been made on the notification of birth forms for the supply of
information as to birth-weight of premature infants when this
is less than 5 lbs. Thus, the Health Visitors now have early
information of premature infants who may need special supervision,
and can report as to the need of equipment in the home, the
services of a Home Help or any of the special arrangements
recommended to the Minister of Health by his Advisory Committee
on the Welfare of Mothers and Young Children.
