that animals should be defined so as to exclude domestic animals,
such as cats and dogs—dogs, by the way, must be excluded, under
the by-laws, from slaughterhouses. This question is still under
consideration. Probably the best way of dealing with the whole
question of food preparation and storage is not to proceed by giving
powers as regards specific details of the food trades, such as storage,
but to require, in the first instance, registration of food manufacturers'
premises and food dealers' premises, and power to refuse
registration. With these powers, each borough could then deal
with applications according to circumstances, imposing any such
conditions as might be found desirable; as, in fact, is done fairly
successfully, and without causing any public outcry, under the
Milk and Dairies (Amendment) Act, 1922, as regards dairies. In
addition, it is fairly obvious, I consider, that the sanitary authority
should have powers to enforce compulsory notification of unsound
food and power to proceed under the Merchandise Marks Act, 1887.
Bakehouses.—There are 93 bakehouses in the Borough, 46 of
which are underground. Two hundred and seventy-one inspections
of bakehouses were made during the year and 55 notices were
served requiring the cleansing of walls and ceilings.
