HOUSING.
On the 6th April, 1933, the Minister of Health issued a circular
(No. 1,331) which asked local authorities:—
(a) To prepare and adopt a housing programme, the components
of which should be:—
(1) a list of the areas in which clearance is necessary,
with information of the number of houses to be
demolished in each, and of the number of their
inhabitants;
(2) a list of the areas in which improvement by way of
reconditioning or otherwise is necessary, with information
as in (1) above;
(3) a time-table for the initiation, progress and completion
of action to secure clearance or improvement,
as the case may be, of all these areas, and
(4) a time-table of re-housing co-ordinated with the displacements
contemplated by the time-table of clearance
operations.
(b) To make an immediate beginning with the programme by
the declaration as clearance or improvement areas of such
areas as can be immediately dealt with, and by making the
necessary Orders.

the London County Council I represented to the Comity Council in
1929 the four principal unhealthy areas in the Borough, namely,
the Duncan Square, Morning Lane, Northwold Road and Warburton
Square areas, comprising some 472 houses with a population of
approximately 2,915 persons.
The London County Council has now acquired by negotiation
the premises in the northern part of the Northwold Road area and
has submitted to the Minister of Health for confirmation a Clearance
Order with regard to the remaining portion of the area. A public
enquiry as regards this Clearance Order was held on the 5th March,
1934, by an Inspector appointed by the Ministry of Health. During
the course of this enquiry plans were produced of the flats which
the London County Council proposes to erect on the Northwold Road
