further means of prevention. It was decided that the enquiry should
include investigations into every death of a woman arising out of
pregnancy or child-birth, and every death from the following diseases
should be included in those to be investigated:—
Abortion.
Ectopic gestation.
Other accidents of pregnancy.
Puerperal haemorrhage.
Other accidents of child-birth.
Puerperal sepsis.
Phlegmasia Alba Dolens not returned as septic.
Puerperal embolism and sudden death.
Puerperal nephritis and uraemia.
Puerperal albuminuria and Bright's Disease.
Puerperal convulsions.
Puerperal Insanity and similar conditions.
Puerperal Diseases of the breast.
The Ministry of Health approved the appointment of Dr.
Dorothy Gere, Medical Officer to the Northwold Road and Lower
Clapton Road Centres, to assist in the investigation of these
deaths. It is to be regretted that the Ministry of Health,
when causing these excellent investigations to be made as to
the cause of death, did not extend the power of the local
authorities as regards prevention of death. For instance, we may
enquire into deaths from puerperal disease of the breast, but it has
been intimated to us that we could not supply, under the Maternity
and Child Welfare Scheme, as approved by the Ministry of Health,
nursing assistance to mothers suffering from breast abscess. The
nursing assistance generally under the scheme is unduly restricted,
reference to this will be found on page 74 in a report presented to the
Maternity and Child Welfare Committee, when restrictions imposed
by the Ministry as regards the supply of milk under the scheme were
under consideration. As regards the restrictions suggested by the
Ministry, the Council made formal protest on May 23rd, 1928, and
continued this service as before.
The cost of the Maternity and Child Welfare service for the coming
financial year amounts to a rate of .90d. which, of course, includes
the new Centre at 28, Lower Clapton Road.
Tuberculosis.
The number of primary notifications of Pulmonary Tuberculosis
for the year is 293. The total number of notifications of Tuberculosis,
pulmonary and non-pulmonary, number 373, and this figure
is the lowest ever recorded. The deaths from Tuberculosis number
184.
