It is only necessary to consider what has happened in this particular
case to realise how difficult it has been in this Borough to maintain
a considerable proportion of the housing property in a sanitary condition.
Many of the owners do not require the assistance of the Property Owners Association,
as they are so experienced in “ botching” and calculated delay as to
render entirely unnecessary such assistance as that given by the Association in
this case.

The results of prosecutions against Mrs. R. Benabo, trading as Charles Benabo & Sons, 240, Mile End Road, during the year 1928 have been as follows:—

In old property, such as that controlled by the Benabo firm, the difficulty
of enforcing repairs under the Public Health (London) Act that will prevent the
recurrence of nuisances is enormous when the owners or agents are determined
to do as little as can possibly be done to " comply " with a Statutory Notice or
a Magistrate's Order, and are satisfied to be served with summons after summons
as regards their houses. Sufficient time must be allowed on a Statutory
Notice to execute the work, and the Sanitary Inspectors are often blamed for
