COMBINED DRAINAGE WORKS AND SEWERS.
In the course of the year, many combined drains are found by
the Sanitary Inspectors of the Borough so defective, as to be a
nuisance, dangerous or injurious to health. In many of such cases,
the owners, when notice to reconstruct has been served upcn them,
have repudiated liability for reconstruction, and insisted that the
liability for the repair and maintenance of such drains rested with
the Borough Council. In all such cases.it is my practice to get
the opinion of the Solicitor to the Council, and where he advises
that the liability for repair and maintenance belongs to the Council,
I refer the case to the Borough Engineer and Surveyor for his
attention. The following is a list of such cases referred during
1912
