as legally possible, to alter them. (3) A printed leaflet of advice
as to the measures to be observed by the patient to prevent the
spread of infection was sent to the patient. Sputum flasks were
supplied to patients needing them; the number of flasks thus
supplied gratuitiously during 1912 was 74.
NATIONAL INSURANCE ACT, 1911.
Medical Benefits.
This Act of Parliament came into operation on the 15th July,
1912, six months after receiving the Royal assent. Medical benefits
under the Act did not come into force until six months' later,
viz., 15th January, 1913; but the Insurance Committee of the
County of London resolved to grant sanatorium benefit to those
suffering from pulmonary tuberculosis as soon as possible after
15th July, 1912. For this purpose, a temporary local sanatorium
sub-committee was formed for tne Borough of Hackney, which
consisted of 12 members, including myself, as ex-officio member.
The Committee met first at the Town Hall on September 20th.
After tne election of Councillor Dr. Rushbrooke, as chairman of
the sub-committee, I was requested to report to the Committee
on the formulation of a scheme for dispensary and domiciliary
treatment of cases of pulmonary tuberculosis in accordance with
the following memorandum.
Sanatorium Benefit.
"Suggested form of request to Medical Officer of Health
to report as to formulation of scheme for dispensary and domiciliary
treatment of cases."
"That the Medical Officer of Health be requested to prepare
and submit a scheme for the treatment of cases referred to the
sub-committee for dispensary or domiciliary treatment; that he
