It will be remembered that in the month of July, 1901, I had
occasion to report the irregular conduct of the Dust Superintendent
to the Public Health Committee, who suspended him from his duties
for the period of a month with loss of salary, with the approval of
the Borough Council. During his suspension, I became aware of the
existence of many irregularities which had arisen amongst the
Council's dustmen as well as the Contractor's own men, due to
improper supervision by the Superintendent, such as the removal of
