It may be explained here that blocks of model dwellings and flats
are each counted as one house; therefore, to take the above as a
guide to the number of occupants to each house would be misleading.
A more accurate estimation may be obtained from the following
table taken from the Census of last year. This shows the total
number of tenements occupied in the Borough, with those tenements
of four rooms and under, and their number of occupants:—
