appealing to the Board against the opinion of the
Medical Officer of Health and the Inspector, previously
to a summons being applied for at the Police Court, is
not adopted, so far as I am aware, by any other Board,
and is most valuable. It has been adopted to supersede
the functions usually exercised by a Sanitary Committee,
and acts as a safeguard against any excess of zeal or
error of judgment by the Officers of the Board. It also
in many instances, saves the expense and loss of time
which would otherwise result from appearing at the
Police Courts, to obtain a Magistrate's order for the
removal of the nuisances.
