the young has considerably decreased since my appointment, so that we
may conclude that the sanitary measures carried out have been productive
not only of an increased duration of life, but also of diminished sickness.
This is chiefly shewn by a comparison of the corresponding quarter of
1857, when there were 79 deaths of children under one year old out of 395
deaths, or about 20 per cent.
There were 94 deaths from the zymotic class of diseases, viz.:— 2 from
small pox, 4 from measles, 31 from scarlet fever, 8 from hooping cough,
1 from thrush, 7 from diarrhœa, 3 from dysentry, 1 from influenza, 22
from the various kinds of fever, 2 from erysipelas, 2 from syphilis, and
7 from diptheria. There were also 19 from diseases of uncertain seat, of
which 8 were from cancer, 60 from tubercular affections, including 48 from
consumption, and 6 from water on the brain. No less than 57 deaths
arose from diseases of the brain and spinal cord, of which 13 were registered
as from insanity, 11 from apoplexy, 11 from palsy, and 6 from
inflammatory diseases of the brain. There were also 20 deaths from
diseases of the heart, 64 from inflammatory affections of the lungs and
respiratory organs, 19 from diseases of the stomach and digestive organs,
10 from diseases of the kidneys, 5 from childbirth, 14 from premature
birth and debility, 10 from atrophy, 30 from old age, and 10 were sudden
or from violence. Of the 16 sudden deaths, 5 were caused by suffocation
of children under one year of age, 3 from intemperance, and 2 from
drowning.
The nuisances which have been removed by Mr. Valentine, to a great
extent under my immediate superintendence, are as follows:—
Cesspools emptied, filled up, and drained into the sewer 95
Cesspools emptied 31
Horse, Cow, Pig, and Vegetable refuse removed 60
Houses limewashed and purified, houses repaired 19
Filthy places and roads cleansed and purified 11
Pigsties purified, repaired, or removed 24
Foul and offensive drains cleansed or re-constructed 33
Other nuisances 7
Total 280
There were 18 owners of property required to attend before the Board
in consequence of their neglect to obey notices which had been served
on them to abate nuisances existing on their property. Of these four only
neglected to perform the work after they had been so required, the
whole of whom were summonsed to the Worship Street or Clerkenwell
Police Courts, and ordered by the Magistrates to abate the nuisances,
in each case, within fourteen days.
